
On October 21st of this year, the Senate's Commerce Committee approved by voice vote a marked up version of the "Pipeline Integrity, Protection and Enhancement for Leveraging Investments in the Nation's Energy to assure Safety Act of 2025 (PIPELINE Act of 2025)". This bill reauthorizes PHMSA through 2030. You can view the Senate's approved version HERE.
The reauthorization process, it is important to note, identifies specific objectives PHMSA must meet in maintaining funding. The Senate version of this bill includes provisions to modernize pipeline safety and streamline pipeline oversight, including revisiting the Potential Impact Radius (PIR) calculation logic and formalizing regulations for Idled Pipelines, among other provisions in the areas of emerging technologies/industries and improved transparency in emergency response.
Before becoming law, the House Transportation & Infrastructure Committee & the House Energy and Commerce Committee still need to complete their versions of the legislation, and a single version of the text will need to be agreed on. It is anticipated that this bill will ultimately be authorized by April of 2026, but check in at PAPS to learn more as this process unfolds!!
