The Railroad Commission of Texas has embarked on its largest information technology project in agency history. This endeavor will help modernize the Commission’s information management activities and will help streamline the Operator’s overall experience in submitting various forms, accessing critical and timely RRC information, and accessing historic inspection records.

This inaugural release of LoneSTAR – the Railroad Commission State Tracking And Reporting system – is scheduled to go live in the fall of 2021 and will incorporate the following forms into the new access methodology:

  • Form P-5 Organization Report
  • Form W-3C (Certification of Surface Equipment Removal for an Inactive Well)
  • Form W-3X (Application for an Extension of Deadline for Plugging an Inactive Well)

The first release will offer operators the ability to monitor the P-5 approval process online, provide transparency in completing inactive well compliance (in real time), and streamline/increase the efficiency in the P-5 renewal process.

Future LoneSTAR releases will be focused on improving the processes tied to both underground injection control and environmental permitting.
