Annual Reports Due in March for Previously Unregulated Class 1 Gas Gathering Type R Lines

After some initial industry-wide confusion – leading to an official Stay of Enforcement on the field-related portions of this rule – PAPS has confirmed that any Operator of a previously unreported Class 1 Gas Gathering pipeline is expected to submit the newly created RR Gas Gathering F7100.2-3 form by March 15, 2023. Additionally, reporting on Type C mileage is required as part of the Gas Transmission and Gathering form (F7100.2-1).

On November 15, 2021, PHMSA published the Final Rule that revises 49 CFR Parts 190-199 to improve the safety of onshore gas gathering pipelines. The amendments addressed in this rule extend reporting requirements to ALL gas gathering pipeline operators, in addition to creating the new Type C classification for Class 1 Gas Gathering Pipelines with large diameters and operating at higher pressures.

Those Operators who have previously not had any PHMSA reporting requirements will need to initiate the process to request an Office of Pipeline Safety Identification Number (OPS ID) as soon as possible to ensure the submittal can be made electronically through PHMSA’s online reporting portal.
